Law Enforcement Costs for Towns of Kershaw, Fort Mill, and Tega Cay

Residents of Indian Land want high quality law enforcement service with fast response times.  This is NOT what TOIL is budgeting.

TOIL’s budgeted law enforcement cost per person: $1,200,000/20,000 persons = $60/person.

Consider the cost to provide police protection in the neighboring towns of Kershaw, Fort Mill, and Tega Cay:

Cost analysis of Town of Kershaw’s law enforcement provided by Lancaster County Sheriff’s Office.

  • The Town of Kershaw contracts with Lancaster County Sheriff’s Office to provide law enforcement service with two minute response time.  This exceeds the level of service currently provided to Indian Land and what TOIL is planning to provide.
  • Fiscal Year 2016 Lancaster County Sheriff’s Office billed Town of Kershaw $473,458. Lancaster County FY2016 Budget.
  • Population of Town of Kershaw in 2014 = 1,977 persons.  Land area = 1.9 square miles.  (Wikipedia)
  • Town of Kershaw law enforcement cost per person:  $473,458/1,977 persons = $239.48/person.
  • Cost to provide Town of Indian Land law enforcement at Kershaw unit price = 20,000 persons x $239.48/person = $4,789,600.

Cost analysis of Fort Mill Police Department.

  • Town of Fort Mill law enforcement is provided by Fort Mill Police Department.

  • Town of Fort Mill law enforcement cost per person:  $3,194,357/13,087 persons = $244.09/person.
  • Cost to provide Town of Indian Land law enforcement at Fort Mill unit price = 20,000 persons x $244.09/person = $4,881,800.

Cost analysis of Tega Cay Police Department.

  • Tega Cay law enforcement is provided by Tega Cay Police Department.
  • Fiscal Year 2014 police department expense = $1,877,000.  2014 City of Tega Cay Audited Financial Statement.
  • Population of Tega Cay in 2014 = 9,120 persons.  Land area = 2.5 square miles.  (Wikipedia)
  • Tega Cay law enforcement cost per person:  $1,877,000/9,120 persons = $205.81/person.
  • Cost to provide provide Town of Indian Land law enforcement at Tega Cay unit price = 20,000 persons x $205.81/person = $4,116,200.

What is the bottom line?  Kershaw, Fort Mill, and Tega Cay law enforcement costs 3.4 to 4.1 times as much per capita as TOIL proposes to pay.  You get what you pay for.  The TOIL plan will not deliver a better law enforcement service, and in all likelihood, will increase the workload of deputies with no increase in staffing level.
